Prosecutors charged two people Tuesday with murder and robbery in the fatal shooting of a 16-year-old girl in St. Paul’s Payne-Phalen neighborhood. The Minnetonka High School junior lived with her grandmother in Minnetonka and was spending time over the weekend with her mother and sister who live in St. Paul.
